This intersection is clearly flawed. Each of the crashed happened for same reasons: multiple lines - one car covers view of other. There is one such intersection in my city, though bit smaller. I'm really dreaded to walk there :P

If there are signals but they're messed up, you'd be able to see some of the lights in the night shots. I couldn't see any. And if the lights were broken completely than the people should have stopped at the intersection, anyway. I think this is sort of like "cleansing the gene pool." The people who fly through are being removed from the pool.

Does it not occur to you that there might be something wrong with the signals there, people dont drive out into oncoming traffic because they feel like it there clearly driving without looking at the other traffic because they think that it is being controlled by the signal system
